The Callaway County Commission is accepting applications for a full-time GIS Specialist position. The successful candidate will be a motivated and skilled GIS professional that will establish and manage the Countys Geographic Information System (GIS) program. This individual will play a key role in developing GIS capabilities, focusing on MSAG maintenance, 911 addressing, and creating essential map layers to support the Countys operations and public safety.

The starting salary range for this position is $55,000 - $70,000 annually ($26.44 - $33.65 per hour) and comes with a full benefits package, including free health insurance, two retirement programs, paid vacation/sick/holiday leave, free life insurance policies, and more.

The normal business hours for this position are Monday through Friday from 8:00am to 4:30pm, with weekends and holidays off. However, this position would be on call for any disaster situations that occur in Callaway County outside of normal business hours.

Requirements

1. Education & Experience

• Bachelors degree in Geography, GIS, Cartography, Computer Science, or related field.
• At least 2-3 years of experience in GIS operations (Local Government experience preferred).

2. Skills

• Proficiency in GIS software, such as ArcGIS Pro, ArcGIS Online, and QGIS.
• Knowledge of MSAG and 911 addressing workflows or willingness to learn.
• Familiarity with GPS data collection and integration.
• Experience with scripting languages (Python, SQL).
• Excellent organizational skills and an aptitude for accuracy.

Key Responsibilities

1. Program Development

• Lead the establishment of a County GIS program, including infrastructure setup and workflow design.
• Develop policies, standards, and procedures for GIS operations.

2. Data Management

• Create, edit, and maintain spatial datasets, including parcels, roads, utility infrastructure, and emergency service zones.
• Perform MSAG maintenance and ensure accurate 911 addressing.
• Integrate and manage data from various sources.

3. Map Production & Analysis

• Develop high-quality maps for county departments, public safety, and public use.
• Conduct spatial analysis to support decision making for emergency management and other county functions.

4. Collaboration & Support

• Work with county departments and external stakeholders to identify GIS needs.
• Provide training and support for staff on GIS tools and processes.

5. Technology Management

• Evaluate and implement GIS software, hardware, and tools.
• Maintain GIS system performance in collaboration with IT staff.

6. Public Engagement

• Create publicly accessible maps and GIS tools, as needed.
• Support community engagement initiatives using GIS capabilities.
